The entity responsible for the recovery of Punta Begoña certifies compliance with the requirements that place it among the most transparent foundations in Spain.

At the beginning of summer, the Department of Governance, Digital Administration and Self-Government of the Basque Government organized the meeting on Innovation in Foundations and Public Utility Associations, which was attended by managers and representatives from around 80 entities in the sector.

The event was organized by FUNKO – Basque Confederation of Foundations, and took place at the University of Deusto, Deusto Business School.

Within the section “Update on relevant aspects and news from the Registry and Protectorate”, data related to the transparency of Foundations in Euskadi was provided, with the aim of promoting compliance with the precise requirements for this purpose. Among them, the following were highlighted as particularly relevant data:

• It is alarming that 20% of foundations lack a website.

• Of the remaining 80%, only a quarter include basic information on their website to be considered transparent: statutes, composition of the board of trustees, annual accounts, audit report of the accounts, budgets and action plan, current and previous.

Such circumstances initially position the Fundación Punta Begoña Fundazioa among the 20% of foundations most transparent in their management and development.

However, the Foundation not only incorporates all the described information, in Basque and Spanish, available to anyone who wishes to access it. It also quarterly publishes the list of formalized contracts, without a minimum budgetary limit, complying with and exceeding the regulatory requirement to publish those over 5,000 euros.

Similarly, it exceeds the basic requirement to publish the Activity Report, by incorporating in real time on the website a description of the activities and information about their development, as content that will shape the Report itself, which will also be published for public access.

As a commitment to transparency and the transfer of the Foundation’s activities to society, the comprehensive process has been subjected to an audit by the world’s leading company, SGS International. As a result, the entity certifies compliance and effectiveness of the Sustainable Development Goals in the actions of Fundación Punta Begoña Fundazioa, valuing criteria such as transparency, knowledge transfer, and social participation.

Currently, its management model is being audited, improved, and certified by AENOR as an Intelligent Tourist Company, in accordance with the foundational approach oriented towards rigor, efficiency, and transparency, which has already earned it recognition and categorization as an Ethical Tourism Resource of Euskadi, by the Basque Government.

The set of circumstances described positions Fundación Punta Begoña Fundazioa as one of the most transparent in Euskadi, for complying with 100% of regulatory requirements and incorporating measures that exceed such benchmarks, based on the foundational objective of information and social participation.

At the national level, the Transparency Evaluation sponsored by the Government includes the tool designed by the Spanish Association of Foundations.

In this area, Fundación Punta Begoña Fundazioa also complies with and exceeds in various aspects the requirements established by the AET, according to the sections it incorporates (constitution and identification data, purpose, structure, accountability, policies approved by the Board of Trustees, contracts, agreements, aid, management assignments, trustees).

To articulate and promote the set of measures that the Foundation develops with the fundamental criterion of transparency, work is underway on the planning and formulation of a Code of Good Governance, for its proposal to the Board of Trustees, in accordance with the criteria of the Protectorate of Foundations of the Basque Country.
